Language: Arabic (talk to me in this language and build the app in it; change it if you prefer another language)

I keep records in the attached Excel sheet. Turn it into a simple app I can use instead of the sheet. I'm not a programmer, so explain everything in simple words.

STEP 1: Understand the sheet first. Don't build anything yet.
1. Read the whole sheet, including every tab. Tell me in short bullet points:
   - What the sheet is used for, and what each column means.
   - Problems in the data: the same name written in different ways, mixed date formats, empty cells, totals that don't match their numbers, possible duplicate rows.
2. Don't fix any number or name yourself. Show me what you found, suggest a fix for each problem, and ask me.
3. If the sheet is too complex for a simple single-file app (for example macros, many linked tabs, or a financial model), tell me honestly and stop.
4. Wait for my answers before Step 2.

STEP 2: After I approve, build the app.
- One HTML file that opens in the browser and works offline: no server, no external libraries, no internet links.
- A simple, clean design. If the language is Arabic, use a right-to-left layout.
- Use the same fields as my sheet. Don't add fields I don't need, and don't remove fields I use.
- Let me add, edit and delete records with simple forms. Calculate totals automatically wherever my sheet has calculations.
- Turn fields with repeated values (like supplier, customer or category) into dropdown lists, with each name appearing only once.
- If my sheet has a code or barcode column, let me add items by typing the code and pressing Enter, so it also works with a USB or Bluetooth barcode scanner.
- A records view with search and filters (by date and by the main name field), and a details view for any record.
- An "Import" button that reads a CSV file with my sheet's columns, so I can bring in my old data.
- An "Export" button that saves a CSV file that opens in Excel, with Arabic text showing correctly.
- Save the data in the browser, and show a clear reminder inside the app to export a backup regularly.

STEP 3: After building.
- Give me a cleaned CSV of my old data, with only the fixes I approved, ready to import.
- In short steps, explain how to open the app, import the file, and export a backup.
